返回工具集说明、插件名称与版本，以及每个工具的名称、说明、参数定义、是否只读和默认授权方式。通过 /agent/v1/toolsets 读取此目录；目录不会更改智能体配置。agent_toolset_20260401 包含全部 13 个原生工具；TaskOutput、TaskStop、Monitor、Agent、SendMessage 与其他工具一样可逐个开关及设置权限，它们都依赖 bash。兼容 API 只提供官方 8 个工具。

错误按 Anthropic 错误格式返回（type / message / request_id），参见错误码

data[].tools	array<object>	Tools offered to the model.
next_page	null	Opaque cursor for the next page: pass it unchanged as page to continue. Null when this is the last page.
